HCCA operates under democratic governance with full member participation. Our bylaws define the structure, responsibilities, and procedures that ensure transparency and ethical leadership.

Board Structure

7-member Board of Directors elected by members. Positions include President, Secretary, Treasurer, and Directors for Infrastructure, Communications, League Play, and Youth Program.

Elections

Board elections held during the Annual General Meeting (AGM). All members in good standing may vote and stand for election. Terms are 1–2 years depending on position.

AGM

Held annually. Members receive advance notice. Quorum requirements and voting procedures are defined in the Bylaws.

Amendments

Bylaws can be amended by a two-thirds vote of members present at a properly called meeting.

Financial Oversight

Treasurer manages all funds. Annual financial reports are presented at the AGM. All donations are tax-deductible under 501(c)(3) status.

Conflict of Interest

All Board members must sign an annual Conflict of Interest Disclosure Form. The policy ensures decisions are made in the best interest of HCCA.

Code of Conduct

Applies to all members, officials, coaches, and volunteers. Violations may result in suspension or expulsion per the disciplinary process in the Bylaws.

Grievance Process

Members may submit grievances in writing to the Board. The Board reviews and responds within a reasonable timeframe per Bylaws procedures.
